Luton airport, where hundreds of stars will arrive by private jet during the Olympics, is racing to finish a "VIP motorway" to prevent tailbacks of limousines on the road to the M1.

The airport's Spanish owner Abertis is spending £4 million on road widening at a bottle-neck where queues of traffic stretch for up to half a mile on busy summer mornings.

Managing director Glyn Jones said about 6,000 private jets are expected to land and take off from the airport - officially named London Luton - during the six weeks of the Olympics and Paralympic Games.

He said: "These are people who are really interested in seeing the events but can arrange their own transport. The last thing they want is to have any issue getting in and out of the airport. We simply can't have a queue on this side of the roundabout as well as the other side."

TSA to Produce Revamped Security Proposal

Transportation Security Administration (TSA) officials have told NBAA that they hope to issue a new proposed business aircraft security program by the end of this year. The new proposal, which is expected to be markedly different from the Large Aircraft Security Program (LASP) offered several years ago, will need to be reviewed and approved by the Department of Homeland Security  and Office of Management and Budget before being published for public comment.

“TSA heard our concerns about the most egregious elements of the original LASP proposal,” said Doug Carr, NBAA's vice president for safety, security & regulation. Those provisions included the aircraft weight threshold, prohibited items list, and the requirements for third-party auditors and armed security guards onboard business airplanes. Even the name of the new security proposal is expected to be different, no longer including the word “large,” which was a misnomer anyway.

TSA has included a “trusted pilot” element in all of its other security programs, and Carr expects it to be part of the new proposal as well. Carr also believes that the new proposal will reflect more of a risk-based approach to security, since TSA Administrator John Pistole, in an effort to evolve his agency into a high-performance counterterrorism organization, has announced plans to reorganize TSA so it can adopt a more intelligence-driven, risk-based approach to security.

Besides having received input from NBAA Staff, business aircraft operators (including NBAA's Security Council) have helped TSA officials re-craft the business aviation security proposal, said Doug Hofsass, TSA’s deputy assistant administrator for Transportation Sector Network Management, during a well-attended security session at the recent NBAA Annual Meeting & Convention. "This rule is going to make a lot more sense, and it's really good security," he declared.

Jet owners applaud scrapping $100-a-flight fee

Owners of corporate aircraft are breathing a little easier this week after the Senate dropped a proposal to add a $100-per-flight fee on business planes that had been part of President Barack Obama's American Jobs Act tax plan targeting the wealthy.

The proposal generated buzz at last week's National Business Aircraft Association conference in Las Vegas, where aviation industry leaders said the fee in Obama's bill would have destroyed the economics of operating some models of corporate jets with low costs.

"It's clear that the bully pulpit is being used to bully an industry," said Dan Hubbard, a spokesman for the organization, during the association's gathering. "Do we think we've been singled out and selected for punitive treatment? Yes."

But after the Senate stripped the provision by the end of the three-day conference Wednesday -- and Senate Republicans followed by blocking the entire bill and submitting their own legislation for consideration -- industry officials and aircraft owners said rejection of the additional fee couldn't have come at a better time for the industry.

S. Naval Test Pilot School.

Corporate Jets Face $100 - a - Flight Fee

President Barack Obama’s administration proposed a $100 per-flight fee on corporate jets and other turbine-powered planes that use the U.S. air-traffic system.

The fee would raise an estimated $11 billion over 10 years, according to the president’s recommendations to the 12-member congressional committee charged with finding ways to trim the deficit. The fee is aimed at private aircraft, which currently don’t pay their fair share of costs of operating the aviation system, the administration said today.

About two-thirds of the air-traffic system is paid for by aviation excise taxes, including levies on airline tickets and on fuel. Last year these taxes raised $10.8 billion, according to the Department of Transportation.

The number of flights into and out of Teterboro Airport, the region's hub for private jets, was up 4.9 percent this year through April, according to the Port Authority of New York and New Jersey.

But that doesn't mean the private aviation business, which got hammered by the recession, has fully rebounded, the head of a business aviation trade group said.

"Mixed signals" make the prognosis for recovery uncertain, Ed Bolen, president of the National Business Aviation Association, said in an interview. Charter activity this year has been "up and down" with "months of pretty good demand followed by months of dropping off," he said. And new private plane deliveries fell short of expectations in the first quarter amid cancellations and postponements. A pickup in deliveries forecast for 2011 may be delayed at least until next year.

"It's a little hard to see clear and unequivocal trends in this economy, and business aviation reflects that," Bolen said.

Corporations slashed private jet travel budgets and canceled orders for new planes during the recession. Airplane makers such as Gulfstream, Cessna Aircraft and Hawker Beechcraft have reduced workforces by thousands. With an economy growing at 1.8 percent, the private aviation recovery remains frail.
